Soviet of the People's Commissars of the Union of the SSR ordains:

1. To allow the Finnish citizens inhabiting of the territories, which in accordance with the Peace Treaty between the Union of the Soviet Socialist Republics and the Republic of Finland, signed in March 12th 1940, are passing to the Soviet Union, to return to Finland by the June 1st 1940 if the Soviet authorities will find their willingness to return to Finland.

2. To allow the persons, mentioned in the Close 1 to take out with them their paraphernalia within the underwritten norms:

a) for going by the railway - hand luggage and the luggage of up to 50 kilograms for heads of the families and 25 kilograms for every member of the family;

b) for going by the cartage - paraphernalia that could be mounted on no more than two one-horse carts for the family and livestock, but not more than two horses or eight reindeers, one cow, one pig, five sheep or goats and ten heads of poultry of any kind for the family.

The persons of the specific trades, as: craftsmen, workers, medical specialists, artists, scientists and the like are allowed to take with them, above the aforesaid norms, the items necessary for their professional activities.

The list of the objects forbidden for taking out is attached.

3. The property stated in the Close 2 is free of any customs, taxes or dues.

a) Any kind of currencies of any country except Finland. For the latter it is allowed to take out up to 500 Finnish marks per person

b) Gold, platinum and silver in bars, grain loose and scrap

c) Silver items with the weight of more than 500 grams per person; golden and silver watches with watch-chain, wedding rings, silver cigarette-cases - more than one item per a person over 18 years old

d) Items with precious stones or pearls with the total weight of them over one carat per a person over 18 years old, unframed precious stones.

e) The items of art or antiquities in collections or separated, if not the family heritage

f) Weapon and items of military ammunition and field glasses (each hunter may take a hunting gun and ammunition to it)

g) Textiles, clothing, metals and items of them, leather-dressing, haberdashery and other manufactured goods in the quantities exceeding family needs

h) Carrier pigeons

i) Printed matters, photos (except for personal), different statements, documents, maps, plans and other papers, except for personal identification papers

j) Any kind of securities (shares, stocks and so on), bills of exchange, transportation tickets, warranty papers, insurance policies and other property papers

k) Sewing-machines (more than one per family)

l) Cars and motorcycles

m) Any kind of duplicating machinery (collotype presses, manifolders, typewriters and so on), calculators
