The resolution of the All-Russia Central Executive Committee
and the Soviet of the People's Commissars
About the Autonomous Karelian Socialistic Soviet Republic
July 25, 1923
The All-Russia Central Executive Committee and the Soviet of the People's Commissars in the implementing of the resolution the June 8, 1920 of the All-Russia Central Executive Committee about the esteblishing of the Karelian Working Commune decrees:
1. To transform the Karelian Working Commune into the Autonomous Karelian Socialistic Soviet Republic as the federated part of the RSFSR
Note: To establish the exact boundaries of the Autonomous Karelian Socialist Soviet Republic, form a commission of representatives of the Petrograd Provincial Executive Committee and the Karelian Working Commune, by one from each, chaired by the authorized by Presidium of the All-Russian Central Executive Committee.
2 .To establish the administrative bodies of state power of the Autonomous Karelian Socialistic Soviet Republic in the accordance to The Constitution of the RSFSR and the resolution of the 2nd Karelian Congress Of Soviets, based on the local Soviets, their congresses and executive committees, the Soviet Of People's Commissars and the Central Executive Committee.
3. For administrative perposes establish the People's Commissariats in the Autonomous Karelian Socialistic Soviet Republic: 1) of internal affairs, with the department of social welfare 2) of justice 3) of education 4) of health care 5) of agriculture 6) of finance 7) of workers' and peasants' inspection 8) of labor 9) council of the national economy.
Notes:
a) Foreign affairs remain entirely under the jurisdiction of the People's Commissariat for Foreign Affairs of the USSR;
b) Control of the military affairs is entrusted to the Karelian military commissariat, subordinate to the nearest military district;
c) Protection of the state border is carried out by the bodies of the departments of the State Political Directorate;
d) Management of public communications is entrusted to the North-Western District of Communications Administration, which has its own authorized representative under the Council of People's Commissars of the Autonomous Karelian Socialist Soviet Republic;
e) For management and regulation of foreign trade, a department of the commissioner for foreign trade is organized under the Council of People's Commissars of the Autonomous Karelian Socialist Soviet Republic, subordinate to the People's Commissariat for Foreign Trade of the Union of Soviet Socialist Republics;
f) Under the Council of People's Commissars of the Autonomous Karelian Socialist Soviet Republic is organized statistical department, head of which is included with an advisory vote tohe Council of People's Commissars of the Autonomous Karelian Socialist Soviet Republic.
4. People's Commissariats of the Autonomous Karelian Socialist Soviet Republic: of internal affairs (with the department of social welfare), of justice, of education, of health care and of agriculture are autonomous in its actions and are directly responsible to the Karelian Central Executive Committee, the Council of People's Commissars and the All-Russian Central Executive Committee of the RSFSR.
5. To coordinate and intergation of activities of the economic bodies of the Karelian Socialist Soviet Republic, is organized the Karelian Economic Council under the Council of People's Commissars of the Karelian Socialist Soviet Republic, consisting of representatives of: 1) council of the national economy 2) agriculture 3) finance 4) labor 5) people's commissariat of internal affairs 6) management of foreign trade 7) council of trade unions.
All plans of work for individual branches of the national economy of Karelia, which have federal significance, are submitted by the economic council to the Council fo Economic of the RSFSR to coordinate with general federal plan.
6. The Karelian-Finnish and Russian languages are equal on the territory of the Autonomous Karelian Socialist Soviet Republic.
