The Resolution
On the reorganization of the Karelian
Autonomous Soviet Socialist Republic
into the Karelian-Finnish Soviet Socialist Republic

March 31, 1940

Meeting the request of the working class of the Karelian Autonomous Soviet Socialist republic and following the principle of the self-determination of the ethnicity, the Supreme Soviet of the Union of the Soviet Socialist Republics decides:

  1. To include the territory that was transferred to the USSR according to of the March 12, 1940 Peace treaty into the Karelian Autonomous Soviet Socialist Republic, including towns: Vyborg, Antrea, Kexholm, Sortavala, Suojärvi and Kuolajärvi, with the exception of the small strip, which directly adjoin Leningrad.
  2. To reorganize the Karelian Autonomous Soviet Socialist Republic into the Karelian-Finnish Soviet Socialist Republic.
  3. To pass the industrial facilities, situated on the territory included in the Karelian Republic according to the article 1 of the herewith resolution, with the exception of some of industrial facilities that have All-Union importance, at the disposal of the Karelian-Finnish Soviet Socialist Republic.
  4. To request the Supreme Soviet of the Russian Soviet Federative Socialist Republic and the Supreme Soviet of the Karelian-Finnish Soviet Socialist Republic to submit into consideration of the Supreme Soviet of the USSR the project of the delineation of the exact border between the RSFSR and the Karelian-Finnish SSR.
  5. To hold the election of the delegates from the Karelian-Finnish SSR to the Supreme Soviet of the USSR under the articles 34 and 35 of The Constitution of the USSR.
  6. To entrust the Presidium of the Supreme Soviet of the USSR to set the Election Day.
  7. To change the article 13 of The Constitution of the USSR under according the herewith resolution, stating it in the following manner:
      "Article 13. The Union of the Soviet Socialist Republics is the union state, which was founded, based on the voluntary association of the Soviet Socialist Republics, which are equal in their rights:
      The Russian Soviet Federative Socialist Republic,
      The Ukrainian Soviet Socialist Republic,
      The Belorussian Soviet Socialist Republic,
      The Azerbaijan Soviet Socialist Republic,
      The Georgian Soviet Socialist Republic,
      The Armenian Soviet Socialist Republic,
      The Turkmenian Soviet Socialist Republic,
      The Uzbek Soviet Socialist Republic,
      The Tajik Soviet Socialist Republic,
      The Kazakh Soviet Socialist Republic,
      The Kirghizian Soviet Socialist Republic,
      The Karelian-Finnish Soviet Socialist Republic."
