Declaration of the Russian Delegation, made to the Central Joint Russian-Finnish Commission at the moment of signing the Convention between Russia and Finland regarding measures taken in order to secure peace at the frontierBy this declaration the Russian Delegation proclaims, on behalf of its Government, that in the event of an invasion of armed gangs from Finnish territory into the territory of the RSFSR, as well as in the event that the Finnish Government or its local authorities in any form support to armed uprisings and attacks to the territory of Russia or against this territory, or in the case of connivance of the Finnish Government to such activities, carried out by individuals or organizations, the Russian Government will consider themselves entitled to suppose that Finnish military operations against RSFSR started.
