Mandatory decree
of the Karelian Regional Executive Committee and the Olonets Governmental Executive Committee of the Soviets of Workers, Peasants and Red Army Deputies

For the purpose of establishing a revolutionary order and power in the areas already liberated and liberating from the White Karelian and Finnish bandits and to intensify the struggle against them in view of the declaration of a state of siege throughout the border zone with Finland, the Presidiums of the Karelian Regional Executive Committee and the Olonets Governmental Executive Committee decided:

For the implementation of state of siege create a temporary Military Revolutionary Committee of the Karelian-Murmansk region, consisting of representatives of the Karelian Regional Executive Committee and of the Olonets Governmental Executive Committee and a special representative of the Cheka.

Subordinate to the Military Revolutionary Committee:
the entire territory of the Karelian Labour Commune and the Murmansk Governorate
from the Arkhangelsk Governorate, volosts: Nadvoitsy, Lapinskaya and Sumski Posad
from the Olonets Governorate: the entire Lodeynopolsky Uyezd and from the Povenetsky Uyezd: town of Povenets and volosts: Petrovsky Yam, Shungsky, Tolvuya, Velikaya Guba, Kuzaranda, Kizhi and Sennaya Guba.

From December 18, 1921 all civil power in the above-mentioned area completely belongs into the hands of the Military Revolutionary Committee.

The command of all of the armed forces in the Karelian-Murmansk region and the command of all operational work during the fight against the bandits is entrusted to the Commander of the specified region Comrade Sedyakin.

All local military and civilian Soviet authorities and institutions are instructed to unquestioningly execute all orders of the Military Revolutionary Committee and of the Commander of all of the armed forces in the Karelian-Murmansk region Comrade Sedyakin, which aimed at earliest elimination of bandits in the specified region, and, as appropriate, submit to him proposals about some necessary emergency measures under the limits of its responsibility.

Those guilty of non-compliance with the decrees and orders of the Military Revolutionary Committee and of the Commander of all of the armed forces shall be hard punished in accordance with the military revolutionary law.

This mandatory decree shall enter into force as of the time of its publication.
