Order No 2 of the Commander of the Karelian-Murmansk Region and the Military Revolutionary Committee of the Karelian-Murmansk RegionField Headquarters White Karelian bandits with the support by Finnish and Entente hirelings, unfaithfully attacked poor, exhausted Karelia, devastated part of the miserable land, destroyed Soviet institutions and killed the best friends of workers and peasants – communards. The brave Red Workers 'and Peasants' Army, more than once already defended by its blood the workers' Republic from the attack of enemies of the working people, is forced again to take up arms and liberate the Karelian working people from the White Guard hordes, giving to the distressing people the opportunity to make peaceful work again. For the real consolidation of the Soviet Workers 'and Peasants' power on the ground and for the final liquidation of banditry, the Military Revolutionary Committee of the Karelian-Murmansk Region was created and got all power in the region from the moment a state of siege was declared. With a view to the convenience of local administration of Soviet power, we order: 1. Temporarily, until the region will be completely cleared of bandits and the congresses of Soviets are convened, organize local Revolutionary Committees consisting of: a) one representative from the Military Revolutionary Committee of the Karelian-Murmansk Region, 6) one representative from the military command, c) one representative from local department of the Extraordinary Commission. From the moment the Revolutionary Committee was organized, all power on the grounds passed into its hands, and the local Executive Committees were disbanded. 2. A. Immediately create in Murmansk: the Murmansk Regional Revolutionary Committee, to which will subordinate the entire territory of the current Murmansk Governorate. B. In Kandalaksha: Kandalaksha Regional Revolutionary Committee, to which will subordinate the volosts: 1) Kandalakshskaya, 2) Olangskaya, 3) Kovdskaya, 4) Kestengskaya, 5) Keretskaya, 6) Knyazhegubskaya. C. In Kem: Kem Regional Revolutionary Committee, to which will subordinate the volosts: 1) Vytchetaibolskaya, 2) Pongomskaya, 3) Poduzhemskaya, 4) Maslozerskaya, 5) Pogostskaya and 7) the city of Kem. D. In Uhta: Uhta Regional Revolutionary Committee, to which will subordinate the volosts: 1) Uhtinskaya, 2) Tihtozerskaya, 3) Voknavolokskaya, 4) Kondokskaya 5) Jushkozerskaya. E. In Tunguda: Tunguda Regional Revolutionary Committee, to which will subordinate the volosts: 1) Tungudskaya, 2) Sorokskaya, 3) Letnekonetskaya, 4) Rugozerskaya, 5) Lapinskaya, 6) Nadvoitskaya, 7) Sumskoposadskaya. F. In Medvezhya Gora: Medvezhyegorsk Regional Revolutionary Committee, to which will subordinate the volosts: 1) Myanduselgskaya, 2) Bogoyavlenskaya, 3) Tivdijskaya, 4) Kyappeselgskaya. G. In Petrozavodsk: Petrozavodsk Regional Revolutionary Committee, to which will subordinate the volosts: 1) Kondopozhskaya, 2) Konchezerskaya, 3) Shuiskayaa, 4) Sunskaya, 5) Yalgubskaya, 6) Derevyanskaya. H. In Syamozero: Syamozero Regional Revolutionary Committee, to which will subordinate the volosts: 1) Syamozerskaya, 2) Svyatozerskaya and 3) Spasopreobrazhenskaya. I. In Reboly: Reboly Regional Revolutionary Committee, to which will subordinate the Rebolskaya volost. J. In Porosozero: Porosozero Regional Revolutionary Committee, to which will subordinate the Porosozerskaya volost. K. In Olonets: Olonets Regional Revolutionary Committee, to which which will subordinate the volosts: 1) Tulomozerskaya, 2) Vidlitskaya, 3) Vedlozerskaya, 4) Kotkozerskaya, 5) Rypushkalskaya, 6) Nekkulskaya, 7) Loyanskaya and 8) the city of Olonets. L. In Lodeynoye Pole: Lodeynoye Pole Regional Revolutionary Committee, to which will subordinate all volosts of Lodeynopolsky uezd. M. In Povenets: Povenets Regional Revolutionary Committee, to which will subordinate all volosts of Povenetsky uezd, included to the area of the state of siege. 3. The local Revolutionary Committees, until the state of siege will finished and the normal elected institutions of Soviet power will organized, have the duty to put into practice with revolutionary energy and discipline all the orders of the Military Revolutionary Committee of the Karelian-Murmansk Region and the commander of the region troops, guided by the standing order on the Revolutionary Committees, issued by the All-Russian Central Executive Committee and the Council of Labor and Defense at September 23, 1919. 4. All military units and individual Red Army’s representatives should appeal on all local issues directly to the relevant Revolutionary Committees, which must unquestioningly execute all the legal requirements of the Red Army and primarily satisfy all its needs. Unauthorized actions of units and individual Red Army’s representatives are unconditionally prohibited; perpetrators of violation of this condition will be placed on trial as robbers and punished in accordance with all martial laws. 5. The political departments and Red Army’s political officers should provide all possible assistance for the ground Revolutionary Committees in organizing of power and maintaining of revolutionary order. 6. According to the foregoing, for the organization of Revolutionary Committees, send 50 best political officers from the Political Department of the forces in the Karelian-Murmansk Region, mobilize 50 people from local co-workers, send 10 people each from Karelian Extraordinary Commission and from Olonets Extraordinary Commission. These comrades should be sent immediately to the purpose of the Military Revolutionary Committee of the Karelian District. 7. All Regional Revolutionary Committees start organizing of Volost Revolutionary Committees immediately. Regional Revolutionary Committees are directly subordinate and communicate to the Karelian-Murmansk Military Revolutionary Committee, from which its receive all directives and report about its actions. 8. This order takes effect from the moment of it is announcement.
