Finnish White Guard force advances on Kem, thus invading the borders of the Russian Republic. Russia under a duty not to interfere in the internal affairs of Finland, but cannot be indifferent to a hostile invasion of its own territory.

The Russian Government hopes that the German Government, which support the White Guards with both friendship and weapons, will give to the Svinhufvud’s government an advice, arising from this situation, and thereby prevent the inevitable conflict in the North.
